Partnerships may include the Port Authority, as well as:</p><br><br><br><br> <ul><li>Chambers of Commerce</li> <li>Cleveland World Trade Center</li> <li>Alliance for World Trade</li> <li>Private Foundations <li>Our ethnic populations <li>Our Consulates and Foreign Trade Offices <li>Colleges and Universities <li>State of Ohio and Federal Agencies </ul><br><br> <br><p>Who are the Public Sector  Power Players & the Leaders who work with Business and Industry to develop large-scale projects?</p><br><br><br><br><br><br> <ul> <li>The City of Cleveland <li>Cuyahoga County <li>Port Authority <li>State of Ohio and federal agencies </ul> <p>If Cities and States can do development financing, why create a Port Authority?</p><br><br><br><br> <p>In Ohio, cities and counties have a  cap, setting a maximum level of  general obligation bond value, which may be issued under law. This restriction varies according to their population and is based on a complex formula.</p><br><br><br><br><br><br> <p>Port Authorities issue  revenue bonds, which have no such legislated  cap. These bonds have been used by our Port Authority mainly for construction financing of major development projects. Successful projects include sports arenas, corporate headquarters, museums, business and hospital expansion. </p><br><br><br><br><br> <p>Port Authorities in Ohio are not restricted to a single county; one in Ohio includes 28 counties.
